I received an email regarding a charge on my paypal account for a new phone. I called the number and he just says "hello, welcome to customer support". I asked for was support, he said for Paypal. I used a payphone so he doesn't have my number but there are no charges to my paypal account so I'm not worried but I bet he'll scam you into info if you call.
