I've had a similar issue as others on Paypal have had. We have a debt and we are restricted from adding money to our account. I called this number and they claim to be Paypal but if you look the number up on Google the reviews say its a scam. If you have a debt with Paypal try to reach them via email and see if they can lift the restrictions.
