@ 4: 12am received text saying Fraud Alert: suspicious activity on your Visa card. Requesting that I call this number but of course it is not my bank's phone number so I'm sure it's a fraudulent number trying to steal personal info.

This is legitimately ECU. They have a call center that isn't located locally in east TN, so people who call are foreign sounding.
