... In my opinion, any individual or any legitimate business trying to reach you would leave a voice mail. Government agencies wouldn't bother calling, they correspond via snail mail. I think this is a scammer doing some phishing. The best thing you can do when receiving a call from an unknown number is not to answer it. This is just my opinion, use your best judgement.
