I also have same thing. Called for years and only 9-5pm on wkdays. Im guessn its related to a job of somekind in Milwaukee. One search linked it to a car dealer/car repair there. I only wish to know why? What purpose. Is it a glitch? Do not call feds for phone scams. To stop scam/spam calls, contact; FCC. They have done well stopping $cammers whom called me in past. I never reported this num. Though.

For years, they call me in spurts; every day for a few weeks before leaving me alone for a month to start again. I've never answered and even blocked their number. I've read many reports that people called by them hear nothing but breathing or background noise. I also know nobody who uses a phone with the area code.

Caution
Even after being blocked, it calls nearly every day. This number calls numerous people in a similar fashion and commonly either hangs up or breaths heavily on the line before hanging up if answered. Possibly a line to fish for active phone numbers to be used by scammers or telemarketers.
