Stop spam calls

To date, This number has called my phone 14 times. On the first three occasions the answering machine was on, But they didn't leave any message. On the next four my call blocking phone asked for identification before putting the call through. Nothing. Now I've put a block on the number number, So they automatically get a message stating I'm not accepting their call. But they still persist.
