Free spam call blocker

Had it with this lot now. I don't know who they are as I won't answer when my phone Says suspected fraud or spam, but keep ringing with slight variation to the number. Why dont they get the message that I won't be answering their calls?! Surely the government should be doing something to oroteft people from these companies, especially the vulnerable and elderly!
