Not fraud or scam, but it is unsolicited telemarketing for energy efficiency in line with government classification such as boilers, insulation, windows etc. The gentleman I spoke to wasn't pushy and was very well he didn't try to sell me anything once I explained that the Energy Savings Trust had been to my home within the last 5 years and advised and installed what was required to make my home Energy efficient.
